The Testing System Manager (ATS Sponsor Representative, Secondary Reprentative or anyone with the Support role assigned in the Registry) is responsible for maintaining the User Permissions for their Testing System Users under each of their registered Testing Locations. In order for a Testing System User to have access to the Proctor Console, the Testing System Manager must select the CAN PROCTOR permission.  If the individual needs to fulfill the proctor role at multiple testing locations, then the Testing System Manager will need to assign the CAN PROCTOR permission under each testing location.  NOTE: It is the Sponsor Representative's responsibility to ensure that anyone administering a testing session has the appropriate NCCER certification to do so.
